The 5-second rule on slots is set out in § 22a para. 6 of the German State Treaty on Gambling (GlüStV 2021). Its core sentence: a game must last at least five seconds on average, measured from the player's declaration to start the game until the result is shown. The rule is addressed to the operator of virtual slot games, not to the player: it defines how a slot has to run technically so that it may be offered lawfully in Germany.

On average 5 seconds per game: how the rule is meant

The wording contains two terms that are easy to overlook: „on average“ and „at least“. The provision does not require every spin to last exactly five seconds; it requires a minimum duration on average. Going by the wording, a single game may be shorter or longer as long as the average does not fall below five seconds. Over which period or how many games the average is calculated, § 22a para. 6 does not say.

Because the obligation lies with the operator, the player cannot switch it off. A slot in its German version therefore does not deliver spins in arbitrarily fast succession. This is the core of the search „online casino 5 sekunden“: people want to know how the minimum duration affects the playing speed. For permitted operators in Germany it is mandatory under § 22a para. 6.

The rule does not stand alone. Under § 22a para. 9, after confirming the hourly reminder, play may only continue five minutes after the confirmation. Under § 22a para. 10, playing several virtual slot games at the same time is prohibited. Opening several slots side by side to raise the pace is exactly what the law does not allow.

Technically, game duration has nothing to do with the limit system. LUGAS consists of the limit file and the activity file; the 5 seconds are handled by the slot itself. What counts as one game

Measurement starts with the player's declaration and ends with the result being shown. What a declaration is follows from § 22a para. 4: a game only starts when the player declares it. Program sequences that start a further game on their own after a game has ended are not permitted. This explains why the 5-second rule and the autoplay ban belong together. Without an automatic restart, every game has to be triggered individually, and the minimum duration then applies to each of these games on average. In its guidance the GGL also expressly prohibits series automation, meaning variants that start several games in a row with one click.

The stake is part of the single game as well. Under § 22a para. 7 the stake may not exceed one euro per game. According to the GGL, from 1 July 2026 a staged, temporary deviation is possible under GGL conditions: up to €3 from the age of 21, up to €5 after 90 days of play without signs of addiction, limited until 31.12.2027. Whether free spin rounds or features within a spin count as separate games is not expressly regulated by the provisions quoted here. According to the GGL guidance, the only fixed point is that accumulating beyond one spin is not permitted; more on that in the next section.

German slot versions: the GGL interpretation guidance

In September 2024 the GGL published guidance on interpreting the GlüStV 2021 for individual virtual slot games. It describes minimum requirements that a slot in Germany has to meet. As of 09.2024 it states a maximum stake of €1. Five requirements in this guidance shape what a German slot version looks like:

The payout rate and the probability of the top prize must be visible permanently at the stake level. Gamble features are only allowed with a warning. Multipliers must be listed exhaustively. The word „Casino“ may not be used, which § 22a para. 11 also requires. And autoplay, including series automation, is prohibited.

The key sentence on features: accumulating beyond one spin is not permitted. It ties in with the jackpot ban in § 22a para. 8. Winnings must be a multiple of the stake fixed in advance; accumulating stakes or winnings for future prizes is prohibited. In addition, § 22a para. 5 applies: virtual slot games run only in euros and cents, and conversion into other currencies is prohibited.

RTP and top-prize display (§ 22a para. 3)

Under § 22a para. 3 the probability of winning the top prize and the average payout rate must be shown clearly, and the game rules must be understandable. The GGL specifies in its guidance that both have to be visible permanently at the stake level, not only in a submenu.

The payout rate, internationally called RTP, is by its wording an average figure. It says nothing about the outcome of a single spin. The same applies to the top-prize probability: it shows how rarely the largest possible win occurs, not when it occurs.
