A casino without LUGAS is an online casino that is not connected to the cross-state supervisory system of the GGL, the German gambling authority. LUGAS consists of two parts: the limit file, which holds the deposit limit that applies across all providers, and the activity file, which records with which provider a person is playing at that moment. Anyone playing with a connected provider appears in both files at once. A casino without LUGAS, by contrast, reports neither deposits to the limit file nor sessions to the activity file.

LUGAS in two parts: limit file and activity file
The GGL describes LUGAS as a cross-state supervisory system made up of a limit file and an activity file. The two parts work together but serve different purposes.
Limit file. This holds the cross-provider deposit limit, which under § 6c (1) GlüStV 2021 is in principle no more than €1,000 per month. Every deposit with a connected provider is booked against this single limit, no matter which provider receives it. The €1,000 is thus a cap across all providers, not an amount per casino. According to the GGL the limit resets “jeweils am Monatsersten”, on the first day of each month. Failed payments count as well. Under § 6c (9) the limit applies to all public gambling on the internet; the only exceptions are deposits made solely for lotteries held no more than twice a week, and prize-linked savings. Online instant lotteries, by contrast, do count.
Activity file. It marks a player as active as soon as he plays with a connected provider. This is how the ban on parallel play in § 6h GlüStV is enforced technically; the details follow further down.
Game features. LUGAS records deposits and the active status, not the features of individual games. The rules on autoplay, jackpots and bonus buy on German slots are set by separate provisions, which a dedicated page explains. These features do show up in the data of the 5 casinos: Tsars, Goldenbet, Slotum and Rabona list bonus buy categories, and jackpot games are listed for all five brands, for Goldenbet only according to casino.guru.
What is stored. According to the GGL the data is held only in pseudonymised form. In addition, only the current month's data is ever in the system. Deposits from the previous month and the history of earlier limits can therefore no longer be seen. For a LUGAS query this means information is only available for the current month.
In short, the limit file answers the question “how much”, the activity file the question “where right now”. LUGAS asks both questions only with connected providers. Anyone playing at a casino outside the system does not appear in either file, neither with deposits nor with an active status.
LUGAS connection of the 5 casinos
Whether a casino is connected to LUGAS is rarely stated word for word in its terms. With connected providers the question of raising the LUGAS limit and its conditions comes up quickly. For the five brands on this page, the data gives the following picture.
Tsars Casino: no participation in a self-exclusion register according to AskGamblers; OASIS and LUGAS are not mentioned by name in any source. Licence: Anjouan (Comoros), licence no. ALSI-202503021-FI1. No operator cap on deposits is stated; according to LCB the casino reserves individual minimum and maximum amounts per transaction. The minimum deposit is €20.
Goldenbet Casino: OASIS and LUGAS not mentioned; according to AskGamblers no participation in a self-exclusion register. Licence: Curaçao (Curaçao Gaming Authority), OGL/2024/1798/1048. Deposit limit: not stated; according to AskGamblers the maximum deposit depends on the payment method, with no fixed amount given.
Slotum Casino: no participation in a self-exclusion register according to AskGamblers. Licence according to casino.guru: Anjouan ALSI-202508056-FI2 and Tobique Gaming Commission 0000002; the operator terms of 09/2025 name the Curaçao Gaming Control Board, OGL/2023/174/0082. No fixed deposit cap in the terms; the payments page states EUR max. 4,000 per method.
Rabona Casino: according to AskGamblers no participation in a self-exclusion register. Licence: no valid licence according to casino.guru, PAGCOR and Anjouan Gaming Board according to AskGamblers. The operator names no fixed deposit amounts and reserves minimum and maximum amounts.
Spinsy Casino: according to AskGamblers no participation in a self-exclusion register. Licence: no official licence according to casino.guru, Tobique Gaming Commission according to AskGamblers. Here too no fixed deposit amounts; minimum and maximum amounts are reserved.
For Slotum, Rabona and Spinsy the sources already contradict each other on the licence; for Rabona and Spinsy casino.guru denies a valid or official licence altogether.
For the LUGAS question what counts is information on the connection, not the name of the licensing body, and that information is missing for all five brands. A LUGAS connection is therefore documented for none of them. That says nothing about other game rules, though: whether the 5-second rule on slots is applied there is recorded as not stated for all five brands.
Parallel play and the 5-minute waiting period (§ 6h GlüStV)
§ 6h GlüStV 2021 is unambiguous: parallel play of public gambling by one player is not permitted. This is enforced through the activity file. When someone starts a session with a connected provider, he is marked as active there; as long as that marker exists, play with a second connected provider is blocked. By its wording the ban covers public gambling as a whole, not only slots.
Under § 6h (4) the active marker is removed five minutes after logging out. This is the waiting period behind the search “LUGAS 5 Minuten”: anyone switching from one provider to the next logs out of the first and can only play with the second once these 5 minutes have passed. The provider must make logging out easy at the player's request. It must also report the logout itself when more than 30 minutes have passed since the player's last input. A forgotten session therefore does not block play indefinitely but ends through this rule at the latest.

Switching between connected providers therefore follows a fixed order: end the session with the first provider, log out there, let the 5 minutes pass and only then start with the next provider. Logging out after 30 minutes without input is the provider's duty, not the player's.

“Still active with another provider”
A typical LUGAS message with connected providers says, in essence, that you are still active with another provider. The GGL names the typical cause: anyone who cannot play is often still marked as active with another provider, for example because an app or a browser tab was left open there. This easily happens when one provider's app is still running on a smartphone while another provider is opened on a computer. The message only concerns connected providers among themselves: the activity file allows only one active provider per player at a time. This is where searches such as “LUGAS aktive Sitzung” or “LUGAS abmelden” come from.
The way out is short. First, end the open session with the other provider. The GGL makes it clear that providers must set you to inactive on request. After that the 5-minute waiting period runs. If the provider does not help, the authority can step in, but only with two details: the name of the provider and the player ID. This LUGAS ID has a maximum of 127 characters and can be found in your profile with the provider. Without these two details the GGL cannot help; it holds the data only in pseudonymised form anyway. Anyone searching for a “LUGAS account” will find this the most tangible piece of information: the ID in their own profile.
For the 5 casinos on this page no source mentions LUGAS, and the message is not documented in their data. The search for a casino without LUGAS often comes with a question about payment, for instance in the query “casino ohne lugas mit paysafe”. Tsars, Slotum, Rabona and Spinsy list Paysafecard among their deposit methods; it is not in Goldenbet's list. What is missing without LUGAS: limits and exclusion
The GGL describes the risk with illegal providers as follows: measures such as deposit limits or self-exclusion are missing, which clearly raises the risk of gambling addiction. With connected providers every player must set an individual monthly cross-provider deposit limit when opening an account, which in principle may not exceed €1,000 per month. Without a limit there is no participation. The GGL states the purpose explicitly: the limit is a rule to protect players.
At the 5 casinos, limits and self-exclusion depend on the operator. Slotum offers deposit, loss and wager limits each per day, week or month, plus a session limit and cooling-off; self-exclusion works in the account for a set period or by email to support, temporary or permanent. For Tsars deposit and/or session limits are named, the sources contradict each other; self-exclusion via the profile or by email, no reality check, cool-off/time-out available according to AskGamblers. Goldenbet has no tools for deposit, wager, loss or time limits according to the AskGamblers data sheet, while the body text of the same page mentions “account limits”; self-exclusion via support for 6 months to 5 years. Rabona offers no deposit, wager, loss or session limits according to AskGamblers; self-exclusion by email, which according to casino.guru does not work properly. Spinsy has none of these limits either according to AskGamblers; self-exclusion by email to support. A reality check, meaning a reminder of how long you have been playing, is offered by none of the five brands according to AskGamblers. A break is possible at Rabona and Spinsy via customer service or support according to the operator, while Goldenbet has no time-out tool according to the data sheet.
“Without LUGAS” does not mean without limits. No source names anything like the €1,000 deposit limit of the limit file for the five brands, but the sources name their own limits, above all for withdrawals: Tsars €5,000 per day, €15,000 per week and €30,000 per month according to casino.guru; Goldenbet €7,500 per week and €15,000 per month according to casino.guru; Slotum €2,000 per day according to casino.guru, with the sources contradicting each other for the week and month (€5,000 or €15,000, €20,000 or €30,000); Rabona and Spinsy at entry level €500 per day and €7,000 per month. With an active bonus the stake is capped: Tsars €2 or €5 depending on the bonus stage, Goldenbet, Slotum and Rabona €5, Spinsy €100 according to the operator or €5 according to casino.guru.
OASIS and LUGAS: the difference
OASIS and LUGAS are two separate systems. OASIS is the nationwide exclusion file covering all forms of gambling under § 8 GlüStV; it is run by the gambling supervisory authority of the state of Hesse and kept at the Regional Council of Darmstadt. LUGAS, on the other hand, is the supervisory system made up of the limit file and the activity file. In short: OASIS decides whether someone may play at all; LUGAS decides how much he may deposit and with whom he is currently active.
According to the Regional Council of Darmstadt, OASIS applies to providers of online casino games and online poker. All 5 brands offer a live casino according to the data, Goldenbet for example with Pragmatic Play Live and Evolution Gaming, Rabona with Evolution Gaming and Ezugi. Excluded players may not take part. Providers must check against OASIS when an account is opened and every time the player account is accessed, and they may not push anyone to have an exclusion lifted. A self-exclusion is possible for at least 3 months, a third-party exclusion for 12 months, both free of charge; a third-party exclusion comes into question where addiction or over-indebtedness is suspected. Exclusion, its lifting and information on an exclusion can be requested from the Regional Council of Darmstadt. Searches such as “LUGAS sperren lassen” or “LUGAS entsperren” therefore usually mean OASIS, because player exclusions run through the exclusion file under § 8.
In addition, § 6i (3) GlüStV requires permitted offers to have a clearly labelled button that triggers a short exclusion of 24 hours without a confirmation prompt; it ends automatically. This is the “LUGAS 24 Stunden Sperre” people often search for, even though legally it is a rule of its own.
