Searches such as “casino ohne limit” or “online casino ohne beschränkung” cover three different limits that are often lumped together. Anyone playing with an operator licensed in Germany sets a monthly limit at registration that applies across all operators combined; without this limit, no participation is possible. How the €1,000 deposit limit is recorded in the limit file is the core of German regulation.

“casino ohne einschränkungen” and “online casinos ohne einschränkung” usually target the whole package, “casino ohne tischlimit” targets roulette and blackjack, and “online casino ohne einzahlungslimit” targets the monthly cap alone. Anyone searching for “neue online casinos ohne limit” finds one young brand among the five: Spinsy was founded in 2024 according to casino.guru, Goldenbet in 2021 according to casino.guru and AskGamblers, and only in 2022 according to LCB. Tsars Casino dates from 2020, Slotum from 2018, Rabona from 2018 according to casino.guru or 2019 according to AskGamblers.

What the 5-second rule on slots means for every single spin can be seen on any slot machine with a German licence.

“Ohne Limit” therefore means: no LUGAS limit, no €1 cap, no minimum duration per spin. It does not mean no limits at all. All five brands in this comparison have their own caps. For withdrawals they range from €500 per day at Rabona and Spinsy at entry level to €5,000 per day at Tsars Casino. With an active bonus, every brand applies a maximum stake per spin, usually €5.

According to the GGL, licensed operators may not advertise that the cross-operator limit can be higher than €1,000; operator-specific deposit and loss limits must be available at any time and changeable free of charge.

The three German limits: deposit, stake, game duration

Deposit. The cross-operator deposit limit may in principle not exceed 1,000 euros per month (§ 6c(1) GlüStV). It is exhausted when the sum of deposits in a calendar month with all connected operators reaches the set amount; after that, every further deposit is refused. Before each deposit, the operator queries the limit file. According to the GGL, failed payments also count, for example after a dropped connection, and the limit resets on the first day of each month.

Stake. “The stake may not exceed one euro per game” (§ 22a(7)). The authority may adjust the maximum stake to changed circumstances. According to the GGL, from 1 July 2026 a tiered deviation is possible under conditions: up to €3 from the age of 21 and up to €5 after 90 days of inconspicuous playing behaviour, limited until 31.12.2027.

Game duration. “A game must last at least five seconds on average” (§ 22a(6)). Anyone specifically looking for casinos without the 5-second rule is looking for an operator without a German licence, because the minimum duration is mandatory for licensed virtual slot games.

Before the player’s details are confirmed, playing and withdrawals are not permitted; as an exception, play is allowed for 72 hours from registration up to a deposit limit of €100. Each player may hold only one player account with the same operator. Amount, date and sum of deposits are deleted after the month ends, master data and the limit one year after the last activity; after that, the limit must be set again. The operator may not charge fees for setting or changing a limit.

After every 60 minutes the player must expressly confirm a notice about the elapsed playing time; with virtual slot games, play resumes only five minutes later. Parallel play with several operators is prohibited (§ 6h), and a waiting period of five minutes applies when switching. Playing several slot games at the same time, even the same game, is also prohibited.

Program sequences that start the next game automatically after a game ends are not permitted; the GGL minimum requirements of 2024 prohibit autoplay including serial automation. Accumulating stakes or winnings for future wins, i.e. jackpots, is prohibited by § 22a(8). Winnings must be a predetermined multiple of the stake. Under the GGL minimum requirements, slots show the payout rate and the maximum win probability permanently at stake level, multipliers are listed exhaustively, and gamble features exist only with a notice. The norms evaluated here contain no separate rule on buying bonus rounds. The 5 casinos in a limit comparison

A German licence is documented for none of them; the field reads “no information” throughout.

Tsars Casino (TRINK N.V.) holds a licence from Anjouan (Comoros), no. ALSI-202503021-FI1. According to LCB, it reserves individual minimum and maximum amounts per deposit transaction without stating a cap. Withdrawals are capped at €5,000 per day, €15,000 per week and €30,000 per month. With an active bonus, the maximum stake is €2 with the 1st and 2nd deposit bonus and €5 with the 40 % and 25 % bonus.

Goldenbet (Santeda International B.V.) names a licence from the Curaçao Gaming Authority, OGL/2024/1798/1048. There is no information on a deposit limit; according to AskGamblers, the maximum deposit depends on the payment method. Withdrawals are limited to €7,500 per week and €15,000 per month. Winnings per spin are capped as well: €100,000 according to casino.guru, €200,000 according to LCB. With a bonus, the maximum stake is €5.

Slotum holds licences from Anjouan and the Tobique Gaming Commission according to casino.guru, whereas the operator’s terms of 09/2025 name the Curaçao Gaming Control Board. The terms contain no fixed deposit cap; the payments page states EUR max. 4,000 per method. Withdrawals: €2,000 per day according to casino.guru, no daily limit according to the terms and AskGamblers; per week €5,000 according to casino.guru or €15,000 according to the operator’s terms, per month €20,000 or €30,000. The bonus maximum stake of €5 also applies to purchased bonus rounds.

Rabona has no valid licence according to casino.guru, and PAGCOR and the Anjouan Gaming Board according to AskGamblers; Spinsy has no official licence according to casino.guru, and the Tobique Gaming Commission according to AskGamblers. Both work with tiered limits: at entry level, €500 per day and €7,000 per month can be withdrawn, and depending on the VIP level up to €1,500 per day and €20,000 per month according to the terms. Rabona allows €5 per stake with a bonus; for Spinsy the operator states €100, casino.guru €5. Anyone looking for casinos without the 1-euro limit will therefore find no documented maximum stake for these brands, only the limits for playing with bonus money.

For players with licensed operators, the route above €1,000 per month runs elsewhere: anyone who wants to deposit more there has to raise the LUGAS limit. The increase only takes effect after a protection period of seven days. Up to €10,000 per month it requires, according to the GGL, inconspicuous playing behaviour and proven economic capacity; above 10,000 and up to €30,000 it is possible only for at most 1 % of active players per operator.

LUGAS: connected or not

LUGAS is the cross-state supervisory system made up of the limit file and the activity file. The limit file holds the deposit limit, the activity file ensures that a player is active with only one operator at a time. The data is stored pseudonymised, and the system holds only the values of the current month. According to its own statement, the GGL cannot change the limit; decisions on increased limits rest solely with the operator. Anyone entering more than €1,000 when setting the limit is asked to correct it. When refusing a deposit, the operator may state the remaining amount. Among casinos without LUGAS, no limit file is queried before a deposit and the player is not marked active in the activity file; for the five brands, none of these steps is documented.

For the five brands, no source names a LUGAS connection. For Tsars Casino and Slotum, AskGamblers records no participation in a self-exclusion register, and the same for Goldenbet, Rabona and Spinsy; OASIS and LUGAS are not mentioned by name in any source.

The active flag is removed five minutes after logging off; if the player does not log off, the operator must report it itself once more than 30 minutes have passed since the last input. According to the GGL, players who cannot play are often still marked active with another operator, for example through open apps or tabs. The authority can only help with the operator’s name and the LUGAS ID of up to 127 characters from the profile.

On the brands’ own tools, according to the operator’s page, Slotum offers deposit, loss and stake limits per day, week and month as well as a session limit and cooling-off. For Tsars Casino the sources contradict each other on deposit and session limits. For Goldenbet the AskGamblers data sheet lists no limit tools, while the body text of the same page mentions “account limits”. AskGamblers lists Rabona and Spinsy without deposit, stake, loss and time limits.

Tsars Casino requires KYC before the first withdrawal, Goldenbet, according to LCB, a selfie with ID and a video verification among other things. Rabona and Spinsy can request the check at any time and set a deadline of 30 days; at Spinsy it is usually completed within 10 days according to the terms.

What is missing without a German licence: player protection according to the GGL

According to the GGL, measures such as deposit limits or self-exclusions are missing, which significantly increases the risk of gambling addiction. With licensed operators, this includes the check against the OASIS exclusion file at registration and at every access, self-exclusion from three months, third-party exclusion and a button for a 24-hour exclusion without a confirmation prompt.

In addition, the State Treaty on Gambling requires that players can view their balance, game history, deposits and withdrawals and limits of the last twelve months at any time. Operators must use an automated early-detection system for gambling addiction and provide a function that automatically pays out winnings above a self-set amount. When an account is closed, the balance must be transferred within five working days at the latest, and no fees may be charged for it.

All five offer self-exclusion: Tsars Casino via the profile or by e-mail, Goldenbet via support for 6 months to 5 years, Slotum in the account or by e-mail, Rabona and Spinsy by e-mail. According to casino.guru, self-exclusion at Rabona does not work properly. AskGamblers lists a reality check for none of the five. At Tsars Casino a withdrawal fee applies if the deposit has not been wagered three times: 10 % according to the 2023 terms (via LCB), 20 % according to AskGamblers 2026. Slotum reserves a processing fee in this case.

Slots, live tables and payments without limits

Goldenbet lists 5314 slots according to LCB, Spinsy shows 13,463 games under “All Games” (country view Slovakia), Rabona over 2000 according to AskGamblers. Bonus buy categories exist at Goldenbet, Slotum and Rabona, and Tsars Casino has a “Feature buys” category according to a player statement; for Spinsy there is no information. Tsars Casino, Slotum, Rabona and Spinsy have jackpot categories, while the sources disagree on Goldenbet. At Spinsy, jackpot games cannot be played with bonus money.

According to the GGL, banking games such as roulette and blackjack are regulated by the federal states themselves; as of May 2025 there were 5 concessions in Schleswig-Holstein and Bavaria. For the five brands, table limits are only partly stated: according to LCB, Goldenbet names live tables from €0.10 with stakes up to €20,000, and Slotum caps the stake on card games at €1,000 according to its terms. For Tsars Casino, Rabona and Spinsy table limits are missing, though all three have a live casino. The minimum deposit is €20 at Tsars Casino, €20 according to AskGamblers or €10 according to LCB at Goldenbet, and €10 at Slotum and Spinsy; for Rabona there is no information. All five list cryptocurrencies such as Bitcoin, Litecoin, Ethereum and Tether. For withdrawal times the sources give ranges; Rabona and Spinsy state processing within 3 working days in their terms.

Legal situation in Germany (short version)

Public gambling may only be organised or brokered with a licence from the competent state authority (§ 4(1) GlüStV). Online, licences are available for lotteries, sports and horse betting, online casino games, virtual slot games and online poker. The GGL publishes all licensed operators in the whitelist and states: all gambling offers on the internet that are not on the whitelist are illegal. Permitted offers run exclusively under a “.de” domain.

The authority can prohibit banks and payment providers from processing payments for unlicensed gambling and can order access providers to block offers. For Slotum, casino.guru reports that access from Germany is blocked by a network block. According to its own statement, the GGL is not responsible for civil-law claims such as the payout of balances. At the BGH, a leading-case procedure is pending under I ZR 216/25: a player is claiming back €10,092 in losses from online casino games in the years 2020 to 2022 from an operator without a German licence; the lower courts ruled in his favour, and the hearing took place on 17.09.2026.

For payments with licensed operators, the law requires a payment account in the player’s name; anonymous payment methods are not permitted in distance selling, under the Money Laundering Act with an exception of at most €25 per transaction and €100 per calendar month. Paysafecard is on the list of deposit methods at Tsars Casino, Slotum, Rabona and Spinsy, while AskGamblers does not list it for Goldenbet.
